繼上一篇提到HRD Antwerp 宣布將停止為散裝實驗室培育鑽石頒發證書後,法國政府近日亦重申了一項法令,要求將實驗室培育的鑽石標註為“合成鑽石”。

法國經濟、財政與工業及數位主權部門在一份聲明中表示,拒絕了政界人士奧利維亞·格雷瓜爾(Olivia Grégoire)提出的修改2002年法令的建議,該建議希望將此類鑽石改稱為“實驗室培育鑽石”。這一決定是在近40位行業利益相關方投票後作出的,其中大多數支持維持現行術語。

格雷瓜爾在今年3月提出修改建議時指出,“合成”一詞帶有負面含義,可能對高端珠寶市場造成不利影響,而“實驗室培育”則能帶來更積極的認知。然而,經濟部表示,目前並無顯著的法律、經濟或技術變化足以支持重新審視術語問題,現行規定已足夠完善。

“現行法規在服務公眾利益方面達到了平衡,尤其是在向消費者提供清晰、透明且相關的產品信息方面,確保消費者能夠在充分了解事實的基礎上做出明智的購買決策,同時避免混淆或誤導的風險,”經濟部解釋道。

政府還強調了對合成鑽石行業的支持,認可其與天然開採的鑽石一樣,在市場上佔有一席之地。此外,政府進一步澄清,“合成”這一標籤適用於所有寶石和珍珠,確保鑽石與紅寶石、翡翠等其他珍貴寶石的標註方式保持一致。

Following the previous mention, HRD Antwerp announced that they would cease issuing certificates for loose lab-grown diamonds. The French government has reaffirmed its directive requiring lab-grown diamonds to be labeled as “synthetic.”

In a recent statement, the Ministry of Economics, Finance, and Industrial and Digital Sovereignty rejected a proposal by politician Olivia Grégoire to amend a 2002 decree and adopt the term “lab-grown diamonds” instead. The decision followed a vote by nearly 40 industry stakeholders, the majority of whom supported maintaining the current terminology.

Grégoire, who proposed the change in March, argued that the term “synthetic” carries negative connotations that could harm the luxury jewelry market, while “lab-grown” offers a more favorable perception. However, the ministry stated that no significant legal, economic, or technological developments had occurred to justify revisiting the terminology, deeming the current guidelines sufficient.

The ministry explained that the existing regulation strikes a balance in serving the public interest by providing consumers with clear, transparent, and relevant information about products, enabling them to make informed purchasing decisions while avoiding confusion or deception.

The government also emphasized its support for the synthetic diamond industry, recognizing its rightful place in the market alongside natural, mined diamonds. It further clarified that the “synthetic” label applies universally to all gemstones and pearls, ensuring diamonds are treated consistently with rubies, emeralds, and other precious stones.
